Line a baking sheet or cooling rack with parchment paper to prevent sticking.

Place chocolate candy melts in a microwave-safe bowl. Heat at 50% power for 1 minute, stir, then continue heating in 30-second intervals at 50% power, stirring after each, until smooth and fully melted, about 5 minutes maximum.

Using a fork or candy dipping tool, submerge each Oreo completely in the melted chocolate. Allow excess coating to drip off before setting each cookie onto the parchment-lined surface.

Before the coating sets, press one white candy melt onto the lower half of each cookie to simulate the penguin’s belly. Affix two candy eyeballs near the top, then place two orange confetti sprinkles beneath the eyes to form the beak.

Attach two M&M’s on each side of the cookie for wings. Connect the M&M’s across the top with a piece of licorice to create earmuffs, adding personality to each penguin.
