Preheat oven to 350°F. Grease and flour a 9x13-inch baking pan. In a large bowl, combine cake mix, water, vegetable oil, and eggs. Beat at medium speed for 2 minutes until smooth. Pour batter into pan and even out the surface. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean. Cool in pan for 10 minutes.

In a medium bowl, beat peanut butter, powdered sugar, softened cream cheese, vanilla extract, and milk until smooth and creamy. Adjust milk to reach spreadable consistency. Spread filling evenly over the cooled cake.

Heat heavy cream in a small saucepan over medium heat until just simmering. Remove from heat and add chocolate chips. Let sit 2 minutes, then stir until smooth. Pour topping over peanut butter layer and spread evenly.

Allow cake to cool completely at room temperature, then refrigerate at least 1 hour to set. Sprinkle chopped peanuts on top if desired. Cut into squares and serve chilled or at room temperature.
